McGreevey Anti-Sprawl Measure Tops Senate Agenda

Bank Of America Investment The days of endless strip malls and subdivisions, what many call the worst examples of suburban sprawl, may be numbered in New Jersey. Supporters hope that's the case once a long-sought plan to reroute development clears the Legislature.

If approved by the full Legislature and Gov. James E. McGreevey, a convention would examine different ways of paying for public schools, local and county government. Proponents say the convention would be limited to tax reform issues and any measures recommended would not be allowed to increase the total amount of tax revenue collected. Adler said he has the votes to send the legislation to the full Senate.

Investment Opportunity The Senate is scheduled to vote Monday on a bill that would let New Jersey towns rewrite zoning maps and direct building into key areas. That would keep farms and other open lands safe from being paved over, proponents contended.

Making permanent some of the provisions from tax relief measures enacted in 2001 and 2003 will most likely come up in the Senate before tax reform. According to Senate Republican Policy Chairman Jon Kyl ( Ariz.), this legislation "has to be one of the very first bills we act on this year. The leadership concurred, stating the need for certainty in business tax planning to help job growth and to promote investment. In addition, they said making the individual tax rates permanent was necessary to continue economic expansion by encouraging people to work, save and invest.

Banc Of America Investment If it becomes law, the measure would also allow towns to concentrate roads, schools and water lines in areas earmarked for development. By limiting water lines, sewer hook ups and roads, towns can halt development in open areas.

The House of Representatives voted 269 to 156 to approve the Permanent Estate Tax Relief Act of 2006 on June 22, 2006, a compromise measure offered by Ways and Means Chairman William M. Thomas ( Calif.). The bipartisan vote sends the bill to the Senate, where its prospects for passage are good. The Senate previously rejected a full repeal of the tax, leading to the efforts for the compromise reform measure.

Banking Investment Backers have only one complaint.

The plus size top measures 19 inches from the top seam at the center bust to the bottom seam ( length may vary according to size).

Investment Solution Strategic "Its probably about 25 years too late," said William Dressel, executive director of the League of Municipalities.

After approving the tax incentives, then Congress moved to fund reconstruction efforts for the region. Hurricane Tax Relief Senate lawmakers had removed much of the original House language and had replaced it with provisions culled from the Senate version. The Senate approved the measure by unanimous consent, amended bill.

Investment Banking Services Other states have had laws that allow the transfer of development rights for 30 years, Dressel said.

Bank Investment Activists in New Jersey have been pushing for just as long.

Alternative Investment Builders have objected, claiming that such measures would limit development instead of encouraging it. Farmers and other land owners have also fought similar regulations fearing that property values would plummet.

Online Investment Services The proposals stalled until Gov. James E. McGreevey included the latest version in his plan to combat suburban sprawl, making it a centerpiece of his administration.

Accompany Essential Investment Last week, the Assembly approved it 65-10. If it clears the Senate, it would head to McGreevey.

Investment Company "It's an important part of the governor's effort to fight overdevelopment. He looks forward to signing the bill," said McGreevey spokesman Micah Rasmussen.

Investment Management Solution What makes this version work is that it gives towns the power to direct development, rather than restricting builders and property owners, said Sen. John H. Adler, D-Camden.

Investment Management Services "It's a trade-off that will give local officials a chance to preserve open space without shutting the door to development," Adler said.

Guide Investment Stock Much of the bill is based on a pilot program that tested the concept in Burlington County, Dressel said.

Investment Manual Solution Chesterfield Township, a rural section of the state's fastest growing county, has shown that it can work, he said.

Investment Stock Once the law is in place, other towns will likely join in, Dressel predicted.

Essential Investment Solution "I think there are a lot of suburban communities that will use it," he said. "I think this is the poster child for smart-growth planning initiatives."

Citicorp Investment Services The Senate will also consider dozens of other measures Monday, including one that increases criminal penalties for juveniles who steal cars.

Fool Guide Investment Motley Unlike existing laws, this one would give judges a range of sentences, anywhere from 60 days to six months in prison, plus allow them to revoke driving licenses.

Fidelity Investment Services Under another bill scheduled for a vote, prosecutors would be forced to check state driving records before charging someone with driving while intoxicated.

Investment Management Sponsors say the measure is designed to make sure repeat offenders, who face increasing penalties with each conviction, don't evade prosecution.

Francisco Investment San The bill was drafted in response to the case against Bobby Czyz Jr., a two-time world champion boxer and now a commentator for Showtime.

Mellon Investment Services Czyz's court record came under scrutiny when a newspaper inquired about it after the Flemington resident was arrested again for drunken driving on Feb. 2, 2003, in Readington.

Finance Investment The Courier News of Bridgewater sought Czyz's driving record from the state Division of Motor Vehicles and found that he had been convicted of drunken driving in 1998, 1999 and 2000 and given a six-month license suspension each time.

Investment Manual Science The office then notified the state court officials, who ordered a resentencing hearing.

Investment Advisory Services Under state law, a second conviction is punishable by two-year loss of driving privileges and two days in jail. A third offense carries a mandatory six months in jail, 10-year loss of license and $1,000 fine.
